Abstract

The role of the “Intelligence” Early Alert of the National Unity and Political Agency of Bintan Regency is to carry out Early Alertness which includes early detection and early prevention by producing reports and recommendations in order to provide warnings of problems, problem developments and changes in social life in the community.

The inhibiting factors for the role of the ‘Intelligence’ of the National Unity and Political Agency of Bintan Regency are the limited number of personnel and there are employees of the National and Political Unity Agency of Bintan Regency who have not attended intelligence education and training, the limited operational budget for the implementation of early warning tasks, and the role of Vigilance has not been socialized. Early “Intelligence” of the National Unity and Political Agency of Bintan Regency within the Regional Apparatus Organization of the Bintan Regency regional government. Efforts to increase the Intelligence of the Regional Government of the National Unity and Political Agency of Bintan Regency are by increasing the ability of groups and individuals in carrying out the process of Intelligence functions which include Investigation, Security and Raising so that by increasing the capabilities carried out can produce local government intelligence personnel who are professional and qualified in implementing early vigilance in the regions to anticipate threats, challenges, obstacles and disturbances that may affect the administration of local government.
